It does not prove AdSense approval, traffic, ad impressions, clicks, payable balance, or revenue. Current working rule - First-dollar validation means a real ad network, sponsor, or affiliate dashboard shows advertising earnings above zero. - Bank payout setup is usually not the first proof of estimated earnings, but unresolved payment or identity holds can block later payouts and may block account progress if Google requires them now. - If the visible issue is account disabled or ad serving disabled, it is a first-dollar blocker for AdSense, not only a later payout task. - Latest recorded account read-only check (2026-05-29): AdSense showed an account-level temporary disabled notice, and ad serving was disabled. This evidence is stale; refresh the owner UI before describing the state as current. - The 2026-05-29 Policy Center observation showed no site policy issue. Do not assume that remains current or that the blocker is caused by NTE Quick Tools page content unless Google gives a specific site-level reason. - Current AdSense impressions and revenue are unavailable until the owner refreshes the account reports; do not infer zero or non-zero values. - If AdSense asks for legal country, identity, address, tax, or bank details, the owner must review and enter those fields directly.
